Part Ⅰ General Rules
Article 1 Association name:Chinese CommunicationAssociationofSchool of International Education(CCA for short).
Article2 As a non-profitassociationset up spontaneously by international Chinese-aholic students, CCA is under the guidance and management of the Party Committee and Youth League Committee of Taishan Medical University and thestudents’affairsoffice of theSchool ofInternational Education .
Article3 Mission of CCA is to, by whatever means necessary, improve student’s knowledge about Chinese cultureand establish friendlyatmospherefor students interested in Chinese.Through various activities, take interdisciplinary activities for example, CCA acts as a platform for international students to exchange ideas and organize activitiestaking along Chinese cultures and people, so as to gradually foster innovative spirits and atmosphere, which, in the long run, will have more people acquaint with and join in CCA’s activities.
PartⅡOrganization and Management
Article 4CCA is alanguage andculturalassociationwhich is undertheguidance and management of the Party Committee and Youth League Committee of Taishan Medical University and thestudents’affairsoffice of theSchool ofInternational Education .
Article5 CCA is made up by four departments, including Cultural Department,OrganizationDepartment, Propaganda Department and Public Relations Department.
Cultural Department:Every piece of work in Cultural Department is closely linked to CCA.Cultural Departmentis in charge of, promoting culture of China, and exchange of ideas and lifestyles between Foreigners andChinese.
Organization Department:Organization Departmentis responsible for planning, organizing and arranging all large-scale activities.Through officers in each class,Organization Departmentwill give full play to the initiative of each class so as to guarantee thesmoothprocess of each tiny detail and all activities.
Propaganda Department:Propaganda Departmentis in charge of the propaganda and popularizing of the association’s activities and routine maintenance of social platforms such as WeChat.Thedepartmentcan propagandize the association’s activities through bilingual panels, posters and so on to promote exchange of Chinese and foreign students and the influence of CCA.
Public Relations Department:Public Relations Departmentis in charge of contacts with other parties, including cooperation and contacts with other associations of Taishan Medical University as well as other universities and enterprises and public institutions.
Article6 In CCA, there’ll be 1 president, 2 vice presidents, 1 secretary general,and 1 department head and 1 vice department heads for each department.President, vice presidents, secretary general, and head of each department constitute the association’s core members, and they will have regular meetings.
Article7 The first president, nominated bythestudents’affairsoffice, is responsible for all the work of the association and representative of the association. The president’s responsibilities includebutarenot limited tothe following: 1. Formulate and announce the association’s annual work plan and report; 2.Examine and verify the association’s key financial affairs; 3. Report to the competent authorities the association’s work progress on a regular basis and make decisions and adjustments based on the authoritiesadvice;4.Nominate the vice president, secretary general and organize key officers’meetings; 5. As the chief editor of the association’s official Microblog and WeChat, be responsible for those official accounts’safety and legal liabilities.
Article8 The first vice presidents, nominated by the president and appointed bythe students' affairs office, assists the president’s daily work, manages and coordinates each department’s work and calls and hosts core members’regular meeting. The vice president, authorized by the president, performs the president’s duties when the president cannot do.
Article9The first secretary general, nominated by the president and appointed bythe students' affairs office, assists the president’s external relationships, shares parts of the president’s duties when entrusted by the president and take the whole responsibility with the association’s finance.
Article8Heads of each department will be elected by backbone members and guided directly by the vice presidents.Regular meeting of each department will be called by the heads regularly and all backbone members shall not be absent from the meeting unless appropriate causes are elaborated on to the heads.Approved by the core members, preparatory and operation teams for large-scale activities can be set up temporarily.
Article11Without due causes, each department head cannot be absent from the core members’regular meetings.If a department head cannot be present, he/she must appoint a full backbone member to attend the meeting and ask the delegate to convey the contents of the meetings. If a department head is absent from the core members’regular meetings for three times insuccessionand never appoints any backbone member to be present, the position will be removedautomaticallyand a full backbone member will be nominated as the new department head by the president.
Article12 The vice president will call and host a regular meeting for all members.Thismeeting has the same requirements and the other meetings will not be called if the dates are within one week.
Article13 The president is appointed for a term of one year and can serve at most for another term of office. One month before the president ends his term or quits office, he/she should organize backbone members meeting to elect the next president. Nominated by the incumbent president andthe students' affairs officeand recommended jointly by at least one third of the core members or recommended by a joint group of at least five backbone members, the next president candidates can vote for the position and be elected as the new president if he/she gets more than half polls of the backbone members.The new president will take office after the former president ends his term.President has the right to appoint new active members or remove stagnant members for welfare of the association.
Article14The president, secretary general and each department head’s term of office is one year.If the vice presidents, secretary general or department heads quit office before the one-year term of office, the association will appoint new candidates competent and inform all the members.If the president quits office before his/her term of office, the vice president will perform duties on behalf of the president.
Article15When CCA elects its backbone members, it follows rules that find enthusiasm, interest in Chinese culture and innovative ideas to take the organization forward.
Article 16 Changes of CCA’s backbone members should be under the monitor and guidance ofthe students' affairs office.
Article 17the students' affairs officedelegates experienced students to act as counselors who will help CCA act properly.
Part Ⅲ Disciplines
Article18 All the members must observe the following disciplines:
A.For backbone members, those who fail to take part in the association’s activities for no reason or refuse to comply with work assignment for one time will be criticized and educated appropriately; those who fail to take part in the association’s activities for no reason or refuse to comply with work assignment twice will be imposed upon a warning inside the entire association; those who fail to take part in the association’s activities for no reason for three times will be expelled from the association after full discussion and approval.
B.Members who are punished for violation of school rules will be warned, warned seriously or kicked out by the association according to the seriousness of their cases.
C.Members who break the law will be dismissed from the association.
Part Ⅳ Membership
Article19 Any current international students who are enrolled in Taishan Medical University and admit CCA will be members of the association.
Article20 The association will not charge fees from its members.
Article21 Members’Fundamental Rights:
1.Take part in all the activities of the association.
2.Havethe right to vote and stand for election and exercise voting power.
3.Have the right to make appropriate suggestions or criticism.
4.The administrative staff of the association is entitled to perform management within their sphere.
5.Members have priority to take part in the association’s activities and make use of resources.
Article22 Members’Obligations:
1.Members are duty-bound to abide by laws and regulations, school rules and the association disciplines, implement the association’s resolutions, fulfil the association’s tasks and take an active part in every activity.
2.Members are duty-bound to study hard and improve theirChineseculture and moral cultivation and shore up the association’s image and interests.
3.Members should report to their respective leaders before reporting to any other authority.
Article23 Awards:
The association shall give awards (honor certificates, material incentives or position adjustment and so on) to members who perform responsibilities and obligationsor make outstanding achievements in their work or studies.
PartⅤActivities
Article24CCA’s Activities Principles:
1.All the activities must be organized and carried out designedly in accordance with the state’s laws and regulations, school’s rules and the association’s disciplines.
2.Activity plans for the whole semester will be handed in tothe students' affairs officeat the beginning of the semester.For large-scale activities, detailed plans, including purpose, contents, methods, time, location, person in charge and budget and so on, must be handed in one month ahead; for small-scale activities, detailed plans must be handed in two weeks ahead; both types of activities can only be carried out after the approval ofSchool of International Education.
Article25 CCA’s main activities:
1.Set up Chinese Corner (English Corner).Its mission is to create an oral-practice atmosphere in which both international and Chinese students will enhance interactional competence and understanding of each other’s cultures. Chinese Corner (English Corner) will choose some topics that interest students, make use of variouschannels(banner, poster, broadcast and internet and so on) to conduct propaganda and attract both international and Chinese students to join the activities.
2.Host various Chinese-language competitions and fun activities so as to immerse international students in the charm of Chinese language, evoke them to learn Chinese and understand and integrate Chinese culture.
3.Launch Language Partner program.The Language Partner program will recruit Chinesevolunteers andinternational students who’re interested in Chinese learning and divide them into partners so as to improve their language learning.Firstly, the association will evaluate Chinese volunteers’comprehensive quality and determine Chinese tutors.Secondly, the association will allocate those tutors combining appliedinternationalstudents, which will form different language partners.The language partners, with the sole purpose of improving each other’s language skills, confirm together learning time, location and methods.At the end of the term, the association will examine their achievements through competition, exams and parties and so on and award those who’re excellent.
4.Based on arrangement and students’wills, the association will host competitions like presentation competitions orculturalknowledge contests.
5.Organize enjoyable Chinese culture-influenced activities to evoke student’s interest in China and its culture and upgrade cultural knowledge of already interested students in a unique way.
6.Participate in other support activities of other associations,the students' affairs officeand their course teachers.
7.Organize some other activities according to students’suggestions.
Part Ⅵ Funds Management
Article 26CCA’s Financial Resources:
1.The associationwill get expenditure from the competent department each year after submitting its financial budget and getting approval.
2.The association accepts legal sponsorship fees from all organizations.
3.The association can get expenditure from its cooperative partners.
4.Other legitimate income.
Article 27 Fiscal expenditures:
1.The association’s fiscal expenditures can be reimbursed by the president assistant on handing in the invoice or other valid certificates.
2.The association’s fiscal expenditures should embrace principles of parsimony and purchase domestic products or servicespreemptivelyunder the same conditions.
3.When the meeting of backbone membersis convened, the chairman should submit and release thefinanciallist of the association during his term. After the election of chairman, the new chairman should submit on the meeting the action plan andfinancialbudget of one year term to come.
The financial expenditure of the association must be limited within the task scope stipulated in the regulation, and cannot be distributed to association members for other
purposes.

Article 28 The association’s rules enter into force upon enactment.
Article 29 CCA reserves the right of final interpretation.
